This is the first time I've heard the term "cat harassment." This is a scene where a cat blocks your way on your morning commute and you can't get to work.
I also have a cat, and every day on my way to school or work, I lose track of time because my cat is so cute. This is cat harassment.
I believe that the problem of animal cruelty has been addressed for many years, but I think that abusing a cat that you have purchased yourself is a whole different issue.
